Project Coordinator: Terre des hommes Germany Deadline: 5 February 2021 Field of work: Environment; Extractive industries; Children’s rights; multi-stakeholder dialogue Duty Station: Zimbabwe (Harare) or Mozambique (Maputo) Geographic coverage: Zimbabwe, Zambia and Mozambique Background Terre des hommes Germany is an international child rights non-profit organization which supports community based organizations (CBOs) and non-governmental organizations (NGOs) improving the living conditions of children and ensuring a fairer world where children’s rights are fully realised. The Southern Africa Coordination Office, referred to hereafter as SACO, comprising one regional office in Johannesburg and two national offices in Zimbabwe and Mozambique, manages and coordinates tdh programme in five countries in Southern Africa (South Africa, Zimbabwe, Zambia, Mozambique and Namibia). The present job position was created to ensure effective coordination, monitoring, evaluation, accountability, and learning (MEAL) of a multi-country and multi-partner project funded by BMZ (German Federal Ministry for Economic Cooperation and Development) to promote the right to a healthy environment for children affected by environmental degradation by the extractive industries in Zambia, Zimbabwe and Mozambique (75% of the time). In addition, he/she will oversee other projects related to the environment and children’s rights (25% of the time). The job position will have the duration of the project funded by BMZ (2021 – 2023). Tasks and responsibilities Under the overall supervision of the Regional Coordinator, and in close collaboration with the M&E and Special Projects Officer and the Country Coordinator in Zimbabwe and Zambia and in Mozambique, the job holder will perform the following tasks: Project management Play main coordination role among implementing partners in the various countries, and between them and key external stakeholders on the implementation of the project; Advise partners regarding rules and procedures from tdh and the donor and ensuring implementing partners comply to those; Assist implementing partners developing and monitoring operational plans and budgets; Advise on possible deviations and revisions to initial plans and inform tdh timely on those; Planning and support of the partners in drawing up the operationalization plans Planning and implementation of monitoring visits; Monitor project budget execution and supervise and assist partners compliance with donor requirements; Support of internal evaluations and revision / compilation of semi-annual and annual reports. Monitoring, evaluation, accountability, and learning Organize, conduct, and document baseline assessments, in close collaboration with implementing partners; Enhance MEAL systems and tools of partners, including regular trainings and on the job training; Coaching of partners in project management, M&E, reporting and effective dialogue strategies; Monitor and systematically document project outcomes and best practices; Assist partner writing outcome oriented and quality reports and financial reports, as per donor requirements and consolidate country reports; Conduct multi-country programme assessments for the purposes of professionally documenting lessons learned and practices that can be published; Together with implementing partners and tdh SACO, develop the terms of reference for and guide the implementation of an external evaluation of the project; Support of annual audits; Design and facilitation of exchange and learning meetings (virtual and physical); Support in the documentation and compilation of best practice examples; Responsible for the creation of communication materials about the project (especially for tdh and possibly BMZ). Stakeholders and partner management Ensure coordination of activities among partners; Foster dialogue and collaboration among partners and with other key stakeholders, such as the Government, mining companies, community, and youth representants and associations, among others; Together with partners and tdh, lead the process of documenting a social, environmental, structural and economic sustainability and exit strategy of the project.
Necessary qualifications – First level university degree in political science, law, other social sciences or environmental sciences or any qualification with a strong emphasis on child rights and protection. – A master’s degree in a relevant field for the project will be a plus; – At least 6 years’ experience in programme/ project overall coordination and management of projects and previous experience in managing and coordinating multi-country and multi-partner projects in the three countries involved will be a plus; – Experience with environmental and/or children’s rights related projects; – Experience in MEAL and knowledge and experience in conducting baseline assessments, using participatory methods and gender sensitive approaches; – Experience in backstopping and capacity building, both presential and remotely; – Track record of successful dialogues processes with the involvement of various sectors (NGOs, Government, Private sector, community members) will be a plus; – Capacity to write high quality and outcome/ impact oriented reports; – Excellent communication skills, both written and spoken; – Computer literate with practical experience in Microsoft packages and online platforms; – Professional fluency in English and excellent drafting and writing skills in the English language; – knowledge of Portuguese and local languages in one of the three countries would be an asset; – Ability to work with people of different nationalities, religions and cultural backgrounds; – Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.
