Deputy Chief of Party - Zimbabwe Local Governance

USAID intends to release a request for proposals to support Zimbabwe in implementation of the devolution prescriptions in the 2013 Constitution and greater understanding among stakeholders of the associated rights and responsibilities. The activity may support legal and academic analysis of devolution and civil society efforts to enhance public understanding and participation. The activity may develop capacities of local organizations on devolution themes. DAI is seeking a number of long or short-term experts in preparation for this activity.
DAI seeks a Deputy Chief of Party for the anticipated USAID funded Zimbabwe Local Governance activity. The Deputy Chief of Party may fit one of two profiles, Administrative/Operations, or Senior Technical Advisor .
Principle Responsibilities Include
The Administrative/Operations Profile will ensure efficient management of the operational aspects of the project and overall compliance with contractual requirements, USAID and DAI policies and regulations, and local law.
- In coordination with the COP, provide overall strategic management and oversight of finance, grants, procurement, and record management, including the recruiting and managing of financial and administrative staff
- Establish project administrative policies and procedures in accordance with USAID rules and regulations and DAI policy.
- Work with the COP to review and analyze budget estimates for allowability, allocability, reasonableness, and consistency
- Maintain all personnel policies to ensure compliance with local labor law, tax law, and USAID regulations.
- Establish and provide oversight of a fully operational grants fund mechanism.
- Serve as the Chief of Party’s advisor on all contractual and financial matters with USAID and subcontractors.
- Maintain communication with DAI’s home office staff on administrative and operational aspects of the project
Alternately, the Technical Advisor Profile will provide technical leadership, oversee technical staff as directed the Chief of Party, interact with key stakeholders and contribute to the overall operations of the program.
- In coordination with the COP, provide overall strategic guidance for the technical operations of the program, including analysis, workplanning, government stakeholder relationship management and staff oversight.
- Serve as the Chief of Party’s advisor on one of the following areas: devolution policy reform; public financial management in the context of decentralization/devolution; inter-governmental service delivery; local social accountability.
- Provide advice on local human resource management, in accordance with local norms and labor laws.
- Support the Chief of Party in other technical or managerial tasks as delegated.
- Bachelor’s degree in business administration, economics, finance, development, political science, law or related field of study; Master’s degree preferred.
- Ten (10) years or more of work with international development practitioner or donor institutions with progressively increasing responsibilities implementing donor-funded development programs, with significant management responsibilities.
- Operations Profile: Experience in program operations and financial management;
- Technical Profile : Technical expertise in two or more of the following areas devolution policy reform and policy advocacy; fiscal decentralization, local government/public financial management; civic education in the context of decentralization/devolution; inter-governmental service delivery; local social accountability.
- Both profiles should have experience with grants management.
- Working knowledge of USAID operations, policies, and procedures highly preferred.
- Excellent oral and written communications skills.
- Professional proficiency in written and spoken English is required; professional proficiency in Shona or other national language strongly preferred.
