WFP is currently implementing the last year of its 2017-2021 Country Strategic Plan. The CSP portfolio includes both life-saving and resilience activities overseen by activity managers. Field Level Agreements management is done by each activity manager, while COMET and invoice reconciliations are also fully decentralized to the different teams. The Programme Unit recognizes the limitations of this approach that puts a considerable burden on activity managers while missing out on opportunities for data sharing and optimization of repetitive processes. To ensure effective management of FLAs with cooperating partners, timely and accurate reconciliations, and the comprehensive updates of COMET data and general program operations, the Programme Unit is proposing to create a Programme Support Team to oversee the processes common to all program teams.


To deliver against the above, the Country Office is seeking a Programme Support Team Lead to provide support to the program unit. The incumbent will operate under the direct supervision of the Head of Programme.

KEY ACCOUNTABILITIES (not all-inclusive)

Providing guidance in the process of FLA management for all the units, ensuring all the review and due-diligence processes have been followed in line with corporate guidance.

Supporting the process of CPC (Cooperating Partners Committee) and providing key information to the forum on all aspects of partnerships.

Developing SOPs for FLA management, review TOR for the CPC committee and updating/revising based on new changes/corporate guidelines.

Supervising the FLA management team to ensure all the Agreements are prepared correctly, entered into corporate systems and managed in line with the SOPs.

Contributing to the adoption of the UNPP (UN Partners Portal) for the registration, identification and selection of cooperating Partners. Additionally, providing trainings and orientation to other units, Field offices and CPs on the UNPP process.

Providing support to Technical units on budget negotiations with CPs. Preparing analysis of various FLA budgets in order to harmonize the process and ensure there are no duplication of costs or double charging.

Reviewing and finalizing the Call for Proposals (CFP) received from Technical units and circulating it to the potential NGOs for proposal submission while ensuring the given timelines.

Acting as a primary focal point for Cooperating partners, providing feedback to the NGOs on the outcome of their proposals.

Providing technical assistance and guidance to the Technical units and Field offices on the mid-year and end of the year performance assessments, ensuring timely completion of the process, and maintaining a database of the results for review by CPC during FLA extensions and renewal process.


Support the capacity strengthening of CPs and WFP Field offices and Technical units' staff on FLA process including, partnership process, budgeting, proposals, capacity assessments, performance assessment, and reporting. developing required training materials for their future reference and consumption.

Participate in the updating of the CP verification team TOR, represent the program unit in CP expenditure verification and compliance exercises

Provide information and reports on partnerships for program and management briefings taking points reports and ACR.

Guide to support staff, act as a point of referral, and assist them with analysis and queries related to reconciliations, FLA management, and COMET.

Education: Advanced University Degree in Agriculture, Geography, Environmental Sciences, Natural Resources Management, Meteorology, Disaster Risk Management, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience: At least three years of postgraduate experience in financial tools for climate risk management such as forecast-based financing, contingency planning, disaster risk frameworks.

Language: Fluency (level C) in the English language and the duty station's language.

Demonstrates ability to identify key variables and contextual factors that affect food assistance problems and programmes throughout the lifecycle to inform quality programme design or re-design.

Transfer Modalities (Food, Cash, Voucher)

Demonstrates ability to analyse and consolidate quantitative and qualitative information from different sources (e.g., market studies) to inform transfer modality selection and programme development.

Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.)

Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

Emergency Programming

Displays capacity to provide inputs into the development, implementation and realignment of high quality emergency programmes.

Strategic Policy Engagement w/ Government

Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.


Understanding of Agenda 2030 and respective targets - particularly SDG1, SDG2 and SDG17 - and how the work of WFP can contribute to achieving them;

Familiarity with intervention modalities, programme and project lifecycle tools, implementation, monitoring, and evaluation desirable.

Knowledge of current thinking and developments in the field of social protection and public policy;

Knowledge of current thinking and developments in-country capacity strengthening and effective knowledge transfer models, concepts and principles;

Knowledge of key national and regional contexts and issues;

Strong analytical and problem-solving skills;

Demonstrated ability to produce high-quality written outputs and ability to present in English

Ability to work independently in a timely and organized manner;

Ability to work as part of a team, participating in open dialogues and valuing diverse opinions of others, regardless of gender, culture, background, experience, or country assignment.

Moderate to proficient computer literacy.


Has gained experience in implementing technical programs (i.e. nutrition, etc.).

Has implemented programmes and provided input into designing operations.

Has provided input into policy discussions and decisions.

Ability to develop and maintain relationships with a variety of stakeholders, professional demeanor toward internal and external partners and stakeholders;

Appetite for exploring and experimenting with new ideas and approaches.
