JOB TITLE: District Representatives (4) LOCATION: Binga, Lupane, Nkayi, Hwange CONTRACT TYPE: Fixed Term Organisational Background The Organisation of Rural Associations for Progress (ORAP) is a leading local NGO involved in development and relief (emergency) work in rural communities in Matabeleland North, Matabeleland South and Midlands provinces. It exists to fight all forms of poverty among the rural and urban grassroots communities of disadvantaged women, men and youth through the empowerment of people by facilitating their development in their diverse cultural contexts. Project Summary The vacancy for the upcoming USAID funded Amalima Loko Project. The project seeks to improve food security through increased food access and sustainable watershed management. Its purposes are P1: Enhanced and inclusive local ownership over food security and resilience planning and development, P2: Watershed management improved, P3: Adaptive and absorptive capacity improved. Position summary The incumbent will report to the Programme Manager and provide strategic leadership and day-to-day management to the Amalima Loko program portfolio in the assigned district so as to ensure that the district is effective and meets the designated goals and objectives of the consortium, the donors and servicing the needs of the target population. He/she will lead the assigned district programme team in the development, implementation, oversight and evaluation of all programming, with emphasis on quality control and staff development. Major Duties/Responsibilities include:- Coordination with government departments and stakeholders Coordinating and building relationships with government departments and other stakeholders Attending district level coordination meeting Guidance and Leadership Providing leadership support to the district in implementation of programs. Providing leadership to the district technical teams. Ensuring that internal controls are instituted and adhered to Conducting project monitoring visits and leading project monitoring and reflection processes by staff and partners to ensure alignment to the Amalima Loko achievement of planned objectives Coordinating all functions at the district for effective technical program delivery Programming Support and Quality Assurance With the technical support from Sector Leads, ensuring that all activities are implemented according to the Amalima Loko workplan including multi-stakeholder partnering Ensuring quality implementation of activities within the district Ensuring that program quality assurance mechanisms are effectively adhered to within the district. Coordinating and ensuring quality zonal reflection/ review meetings and implementation of recommendations People Leadership, Management and Development Conducting the Performance Management process for direct span and providing support for line managers in the assigned zones to conduct the PM process for their staff Providing support to staff to develop and implementing their individual/ career development plans, including coordinating the Zonal learning events Ensuring that subordinates adhere to organisational Code of Conduct at all times. Administration and financial management Managing program operations (finance, HR, procurement and administration) in line with ORAP and Amalima Loko policies; Ensuring expenditure at district level is carried out in line with organizational finance and operational policy manuals and guidelines; managing all program resources in line with ORAP and Amalima Loko policies and procedures

Work/Educational Requirements

Education: Degree in Developmental Studies, Agriculture, Natural Resources Management, Nutrition, Business Management, Public health or any relevant Social Sciences Experience:- Minimum of 5 years of progressive management experience Experience with international donor projects required, experience with USAID and Food for Peace preferred Proven financial, logistical, and procurement management skills Strong ability to work with various partners, local authorities, local organizations, and NGOs to develop and maintain positive external relationships Experience in management (HR, finance, administration, programs) is required Experience in working within the Ministry of Agriculture, Ministry of Health and Child Care, Ministry of Water is an added advantage Skills, Knowledge and Experience:- Demonstrated capacity to innovate; organized, self-starter, team player, able to build and maintain partnerships; Good communicator, an ability function as a catalyst and coach, guiding people at all levels of the organization to facilitate their learning and development; Strong work ethic coupled with enthusiastic and passionate approach to work with an ability to multi-task and to work with limited supervision; High degree of professionalism and integrity and ability to demonstrate good judgment, discretion and confidentiality always; Proficiency in usual desktop software (MS Word, Excel, Outlook) a requisite
