1.1 Reporting Structure The Principal Director, External Relations, reports to the Clerk of Parliament, who is Head of Administration and Accounting officer. 1.2. Job Purpose To oversee the planning, development and implementation of strategies, policies and procedures relating to international participation by the Presiding Officers, Members and Staff of Parliament in furtherance of the external relations development programme of the Parliament of Zimbabwe. 1.3. Main Duties and Responsibilities 1.3.1. Provides strategic direction and leadership for the Directorate of External Relations; 1.3.2. Acts as a focal point for bilateral links between Parliament of Zimbabwe and other National Parliaments worldwide; 1.3.3. Acts as a focal point for multilateral links between the Parliament of Zimbabwe and other Parliamentary organizations worldwide, such as the EU-ACP Parliamentary Assembly, Pan African Parliament, etc. 1.3.4. Initiates and establishes viable linkages between the Parliament of Zimbabwe, Civil Society, Private Sector, Academics, NGOs, the Diplomatic Community and other non-state actors; 1.3.5. Attends and participates in meetings as directed by the Clerk in order to provide an accurate assessment of developments in the country; 1.3.6. Liaises closely with the Ministry of Foreign Affairs and Zimbabwe’s Embassies abroad on activities impacting on the operations of Parliament of Zimbabwe; 1.3.7. Promotes and protects the image and integrity of the Parliament of Zimbabwe abroad in conjunction with other stakeholders; 1.3.8. Assists in the development of foreign policy positions for Parliament with guidance from the Ministry of Foreign Affairs and International Trade; 1.3.9. Plans and co-ordinates visits by foreign dignitaries to Parliament; and 1.3.10. Attends to any other duties as directed by the Clerk of Parliament

Work/Educational Requirements

A Social Sciences Degree A post-Graduate University Degree in Public Administration or Social Sciences with a bias towards International Relations would be an added advantage; At least five (5) years’ experience at Director level In-depth knowledge and understanding of the role and functions of Parliament; Sound knowledge and understanding of international relations and ability to advise Presiding Officers, Members, Staff of Parliament and relevant Stakeholders; Sound written and oral communication skills; Capability to provide secretariat services to the Standing Rules and Orders Committee meetings; Demonstrable intimate knowledge and application of Quality Management Systems; Demonstrable ability to produce high quality research papers, briefs and reports; Demonstrable oral and written ability to express ideas tactfully, clearly and concisely; Ability to maintain confidentiality and adhere to the Official Secrets Act at all times; and Capability to develop and maintain effective working relationships with Members, Officers and staff of Parliament as well as with the general public.
