SILC & Livelihoods Officer (Bulawayo based)

CRS’ relief and development work is accomplished through programs of emergency response, HIV, health, agriculture, education, microfinance, and peacebuilding. Registered in Zimbabwe under the PVO Act, certificate number 6/2002, CRS has been supporting program activities in Zimbabwe since 1989 and has long-standing relationships with Church and non-Church partners and communities throughout the country. Zimbabwe program implements projects through 14 partner organizations in 30 districts in the areas of health, OVC, education, food security and agricultural livelihoods, and peacebuilding.
The successful candidate will provide leadership and oversight of the project’s household economic strengthening and graduation approaches, within the context of PEPFAR OVC programming. S/he will monitor and report on the project’s SILC and Livelihoods activities in support of CRS’ work serving the poor and vulnerable as well as assist the Senior Technical Lead (Family Strengthening) in providing technical capacity building to partners. This position will maintain relationships and foster linkages among partners with key ministries and programs, other food security/economic growth projects and the private sector, to improve access to services.
- Supporting partners to increase access to inclusive financial services, preferably through Savings and Internal Lending Communities (SILC) methodology and ensuring that all Household Economic Strengthening (HES) activities of partners adhere to industry and CRS’ program quality standards;
- Facilitating trainings in market opportunity identification/assessment, entrepreneurship and business development services for partners’ HES staff;
- Facilitating the SILC and Financial Education Training of Trainer (TOT) sessions with project staff to ensure quality implementation of SILC activities by partners;
- Working with Financial Services Providers to conduct market research, develop a product prototype, and facilitate a pilot tailored specifically to a pro-poor clientele;
- Supporting accountability through coordinating project evaluation activities and assisting partners in their efforts to collect and analyze project data;
- Supporting the development of project documents and tools, as well as technical manuals or guidance, training materials, and quality improvement and assessment guidelines;
- Collecting and disseminating project related information and resources to Pathways staff and partners and assisting with organization, design and coordination of training workshops to support capacity building efforts;
- Contributing to the learning agenda by researching and analyzing information, conducting literature reviews, mappings or information gathering from various internal and external sources on assigned topics.
Education and experience
- A Bachelor’s Degree in Development Studies, Agricultural Economics, Economics, Business Administration, International Relations;
- A minimum of 3 years of field experience in economic strengthening;
- Experience in programming in economic strengthening/growth such as value-chain development, business development, entrepreneurship, financial services with a focus on vulnerable populations; experience working with the private sector a plus;
- Demonstrated experience in training design, delivery and mentoring;
- Experience carrying out technical capacity assessments in the areas of savings-led microfinance, value chain development, and related fields preferred;
- Experience designing and using household vulnerability assessment tools and SAVIX a plus;
- Familiarity with concepts of Monitoring, Evaluation, Accountability and Learning (MEAL) relevant to this sector;
- Knowledge, understanding, as well as experience with PEFPAR and/or USAID funded projects desired.
