Job Summary

Reporting to the Programs Director, the SIE Specialist is responsible for leading the development of the project’s Evaluation and Performance Management Plan and for coordinating all monitoring, evaluating, and reporting activities under the award.

Duties and Responsibilities

Lead development of the project’s Evaluation and Performance Monitoring Plan (EPMP) plan and system for tracking and timely, accurate, and complete reporting of performance against indicators.
Oversee and ensure adherence to project monitoring and reporting activities as required by the donor.
Provide leadership and technical oversight in the design and implementation of project evaluation, documenting and disseminating key findings.
Train and mentor staff and partners in various aspects of monitoring, evaluation, and learning; and assist them with using data quality assurance, management and reporting systems for entry into DHIS2.
Analyze project and other relevant data to provide strategic guidance to the project management team, inform project management decision-making, and routinely share findings with project staff and other key stakeholders.
Support partners to develop, capture, consolidate and report on required and custom indicators and ensure high-quality and timely reporting of data and monitoring.
Conduct supportive supervision visits for district level SIE teams to ensure and oversee data entry, cleaning, adherence to data management processes and data quality assurance.

Qualifications and Experience

Master's Degree in public health, epidemiology, economics, statistics or related field preferred, or bachelor’s plus an advanced certificate.
Minimum of seven years professional experience in a senior monitoring and evaluation position responsible for implementing MEL activities of large-scale development projects, preferably under the U.S. CDC and PEPFAR.
Proven success in designing, establishing implementing, and operating project MEL systems from project initiation to closeout stages.
Excellent knowledge of data collection protocols for quality data collection and verification.
Strong ability to analyze multiple sources of data to identify data trends and to provide recommendations on project implementation.
Demonstrated experience with qualitative and quantitative project evaluation methods.
Demonstrated experience leading and building the capacity of MEL staff to meet project needs and deliverables strongly desired.
Excellent data visualization skills, statistical analysis, English writing, oral presentation and communication skills.
