Job Summary

Methodist Development and Relief Agency (MeDRA) in partnership with Christian Aid are working on a project entitled: Strengthening Community Resilience in Disaster Affected Areas (SCRiDAA) in Manicaland Province. The Project Goal is to improve communities resilience capacities against climatic disasters in Buhera and Chipinge (Buhera 6000, and Chipinge 6000 from 2.400 households) by March 2023.
MeDRA is a development and relief agency of The Methodist Church in Zimbabwe. Its primary goals are to empower communities to build resilience through improved climate change adaptation, WASH and sustainable livelihoods, and to promote social and gender justice, mutual respect and tolerance. MeDRA has been active since 2004 and a registered private voluntary organization (PVO) since August 2009. It has achieved recognition for its long- term support to identified communities in the areas of sustainable livelihoods, agriculture, water and sanitation, environmental health and emergency humanitarian response and its commitment to empowering marginalized and vulnerable groups especially women and children in rural and urban communities.
MeDRA has positioned itself as a learning organization, identifying, evaluating and growing the best ideas from local leaders and communities to alleviate poverty and injustice in Zimbabwe.
MeDRA is commissioning an End of Project Evaluation for the “Strengthening Community Resilience in Disaster Affected Areas (SCRiDAA)” project, in Chipinge and Buhera. The evaluation will measure the achievements, outcomes of the project during its life span against set project targets. The evaluation will help to understand to what extent the project has delivered its intended results, and whether and how it has responded to actual needs in an effective manner in the 2 districts. It will help to identify critical evidence and learning on what implementation strategies have worked and may not have worked, which can be taken into account in any potential future programming. The following evaluation criteria should be incorporated, the efficiency of the project, the effectiveness of the project, the sustainability measures that were utilized, the projects relevance, coherence and impact. Based on the findings, the evaluation report should also be able to proffer recommendations on disaster response programming. The evaluation will start on the 20th of March 2023. The selected consultant is expected to share an inception report with MeDRA and Christian Aid on the 30th of March 2023 and the final report on the 7th of April 2023.

2. Brief description of the project
SCRiDAA project is being implemented in wards 2, 9, 14 and 20 in Chipinge District as well as ward 8, and 13 in Buhera District, all in Manicaland Province. The climatic shocks (cyclones, storms, droughts) which continuously affect the province have cause the people in the area to be in dire need of humanitarian support. Food insecurity is also often identified as the major problem for most of the households in the 2 districts and this is aggravated by the depressed market linkages caused by low-income levels against a background of hyper-inflation. In addition, Chipinge and Buhera often have disease outbreaks of cattle diseases such as the January disease which is transmitted by ticks.
Through enhanced access to water and sanitation, sustainable livelihoods, and protection, the project aims to Strengthen Community Resilience in Disaster-Affected Areas (SCRiDAA) in Manicaland Province. Manicaland province has a history of experiencing natural disasters brought on by climate change, particularly cyclones and tropical storms. People in Chipinge and Buhera have limited access to amenities for water, sanitation, and hygiene because of the devastation these have left behind. Due to malfunctioning boreholes and unprotected water points, communities continue to get contaminated drinking water. Thus, the project sought to address the immediate needs of the community, increasing access to clean and safe water, rehabilitation of boreholes, reticulating water for easier access, and reducing the spread of diarrheal diseases. The logic behind the project design remained appropriate and relevant to the needs of the various segments of the project beneficiaries such as girls, women, elderly and people living with disability. Project activities were aligned to address each group’s identified needs and capacities. Income generation activity groups were identified for supporting and strengthening their income generating projects for economic empowerment and building resilience to the impact disasters. The District and Wards Civil Protection committees were supported to review/put in place Disaster Risk Management plans and this increased resilience to the impact of the natural disasters.

Duties and Responsibilities

The evaluation will be conducted under the overall supervision of MeDRA and Christian Aid. A task team will be set up to review the evaluation instruments and questionnaires designed by the consultant conducting the evaluation with the goal to provide quality assurance to the entire process. Specific tasks will include:
• Selection of the consultant or firm to conduct the study
• Reviewing and approving the proposal of the consultant
• Agreeing on the proposed study methodology and data collection tools
• Providing any required documents and information on the project, logistical arrangements.
• Monitoring and reviewing progress of the study
• Approving the deliverables, among them the final evaluation report
The Consultant will be responsible for managing the evaluation and meeting all the deliverables stated above. The Consultant is expected to inform MeDRA of all progress through formal meetings, emails and other formal communication channels as deemed necessary. Further details will be laid down in the engagement contract.
MeDRA has in place a Safeguarding Policy which the Consultant will be expected to sign and will be bound by it thereafter. All information gathered during the evaluation is confidential and is not to be disclosed to any other stakeholder, including media, individuals and/or other firms. The intended recipients of the information are Christian Aid and MeDRA. Failure to adhere to the provisions of the Confidentiality Statement may result in cancellation of the contract.

Qualifications and Experience

The Consultant or Lead Consultant should have the following requirements.
? At least a Master’s Degree in Social Sciences.
? Experience working with heterogenous groups, comprising of People with Disability, the Widowed, Child headed families, Displaced persons, Elderly, Chronically ill people, Women and girls.
? Minimum of five years’ experience in implementing project/programme evaluations in the country or regionally.
? Knowledge and experience in applying both, quantitative and qualitative methods in evaluations.
? Knowledge of food security, livelihoods, economic resilience, Water, sanitation and hygiene, protection and disaster risk management.
? Experience working and collaborating with diverse sets of stakeholders, such as local NGOs, government officials and donor representatives.
? Strong writing skills and ability to convey technical and complex information in a structured, logical, clear and concise manner for different audiences.
? Excellent communication and writing skills
