Applications are invited from suitably qualified and experienced Zimbabwean citizens to fill the above-mentioned vacant position. The position reports to the Director General JOB PURPOSE The role of the Head Procurement is to look at the interest of the organisation by leading the Procurement Management Unit (PMU) to enable the Postal and Telecommunications Regulatory Authority to deliver on its mandate. The incumbent is responsible for the overall planning, coordination and control of technical and administrative functions of the PMU. RESPONSIBILITIES • Develop and maintain the procurement plan in consultation with the Management Team, for approval by the Accounting Officer. • Lead in the formulation of Procurement Management Unit's (PMUs) long and short-term strategy plans in line with the Authority's strategy in order to achieve the objectives and outcomes of the Authority. • Provide high-level technical/administrative guidance on work requirements and methods. • Manage and review documents for the procurement and disposal of goods and services for the Authority and ensuring compliance with the Public Procurement and Disposal of Public Assets Act and its provisions. • Compliance with the Procurement Regulatory Authority of Zimbabwe (PRAZ) regulations. • Direct the establishment of bid standards and preparation of procurement documents to publicly solicit bids and contracts for the purchase and /or lease of materials and services. • Direct the evaluations of proposals, offers and bids in accordance with the Public Procurement and Disposal of Public Assets Act and regulations while selecting the best supplier in accordance with solicitation requirements and PRAZ. • Maintain complete records of Authority contracts for goods and services. • Draft and recommend policies and procedures as needed to ensure the success and compliance of all procurement related activities. • Conduct procurement research, providing guidance and direction by presenting available procurement options to the Authority's best advantage. • Set work objectives, directs, supervises and reviews employee assignments

Work/Educational Requirements

• A good first degree in Procurement and Supply Chain Management or equivalent • Chartered Institute of Purchasing and Supply (CIPS) Graduate Diploma or equivalent • Membership of a relevant professional body • A Masters degree • Ability to interpret the Law will be a distinct advantage • Ten (10) years' proven experience in procurement of which at least 5 years should be at Senior Management level.
