Background


A human rights organisation is seeking the services of a highly motivated and self-driven Monitoring, Evaluation, Accountability and Learning (MEAL) Officer to join a team of high impact human rights practitioners for its Harare office.


Purpose and key result area


The purpose of the job is overall monitoring, evaluation and reporting activities for the organisation, leading development and management of performance monitoring plans and systems, and collecting and analysing information on outputs, outcomes and impact for the organisation and its programmes and projects; The position is designed to strengthen quality project design, execution, reporting and data management; This will lead to the quality delivery of programming and increase accountability and performance management.


Specific duties & responsibilities


The MEAL officer will be responsible for the following: Draft / prepare M&E plans and associated M&E templates; Provide technical support to units, members and consortium initiatives; In coordination with the media specialist, collate and provide analysis of data and information, producing substantive analytical and informative reports; Follow-up and analyze human rights developments, processes and implications; Prepare briefs/papers on M&E Unit for Senior Management as necessary; Develop accurate, realistic and measurable baselines, indicators and targets; Coordinate with unit leaders, members and consortium members in producing the yearly/quarterly Work Plans, providing guidance and quality assurance; Develop M&E mechanisms as well as relevant field-friendly tools, modes and systems for data collection, and subsequent analysis; Create, implement and provide training on necessary monitoring and evaluation templates and databases; Install sound monitoring and evaluation systems to ensure proper implementation; Guide the documentation processes for the best practices and lessons learnt based on programme approaches pertinent to activities implementation; Assist in establishing baselines, design of database for planning, implementation and follow up of plans and strategies; Coordinate with unit leaders, members and consortium members to ensure required monitoring tools are employed properly and utilized regularly; Facilitate planning and integration of cross-cutting issues into Work Plan progress, and provide advice on enhancing the strategic vision of the annual process and working documents; Provide ongoing support on new monitoring and evaluation methodologies, providing training to staff and facilitating learning sessions for other stakeholders; Provide mentoring as needed to colleagues (e.g. on baseline/indicator/target/results concepts).


Qualifications and experience


University degree in social sciences, statistics, monitoring and evaluation or related field; Post-graduate qualification in monitoring and evaluation or related field is an added advantage; Minimum of 5 years’ hands on experience in monitoring and evaluation, a significant portion of which must be in the non-profit sector and/or in human rights and governance; Strong research experience with demonstrated ability in the use of quantitative and qualitative methods; Field experience conducting evaluation activities (e.g., planning, joint design with stakeholders, data collection, enumerator training); Advanced computer skills in spreadsheets and graphics presentations, including knowledge of relevant software packages; Conversant with web-based database development and data management; Significant experience in capacity building of staff/partners in M&E; Excellent writing skills.
