Job Summary

The Gender and Protection Officer will directly support the UNICEF ESCT Team in the development, administration, and implementation of the mainstreaming of protection across the project. The responsibilities and activities of the Gender and Protection Officer will be extensive and fluid, depending on the shifting needs of the UNICEF ESCT program, and are likely to include but not be limited to those described below.

Duties and Responsibilities

Develop safeguarding/ protection workplans for the project, linking it with GOAL safeguarding priorities.
Support protection monitoring team for protection monitoring and response in all intervention areas of the UNICEF ESCT project.
Conduct periodic protection monitoring through standard checklists and tools and prepare and submit periodic reports to supervisor.
Collect, verify, and analyse protection monitoring information in order to identify violations of rights and protection threats and risks encountered by communities and staff.
Familiarize with existing referral pathways or where necessary establish referral pathways in the field offices and refer identified cases in need of protection response.
Deliver trainings on referral pathways and PSEA for officials as well as GOAL staff.
In accordance with GOAL’s policies support orientation on complaints and feedback mechanism (accountability to affected populations).
Monitor and follow up timely and quality implementation of all activities.
Maintain positive relations with local implementing actors, local authorities and other local stakeholders through information sharing and coordination.
Demonstrate ethical and professional practice including respect of participant confidentiality and point of view, GOAL’s Safeguarding Policies (Child Protection, PSEA, Code of conduct and other policies).
Assist and guide evidence-based action by relevant provincial and district level actors to ensure the full respect and protection of the rights of program participants.
Participate and represent GOAL in assigned Safeguarding and protection forums or coordination platforms with likeminded institutions, highlighting GOAL’s work with other stakeholders and identify possible networking opportunities for GOAL.
Initiate, attend and conduct project level protection cluster meetings.
Support the development of Standard Operating Procedures for code of conduct and support focal persons to implement.
Facilitate induction of assigned new staff, volunteers, suppliers, and any other key personnel that are involved in the implementation of GOAL activities on GOAL’s Safeguarding practices, policies, and protocols.
Provide guidance and input on the UNICEF ESCT with respect to Safeguarding & protection.

Qualifications and Experience

BA degree in Psychology, Counselling, Sociology, Social work or equivalent
At least 3 years of experience in the same/similar role in another organization;
Demonstrated technical expertise in protection monitoring and responses for beneficiaries, and host communities;
Experience in working with women, children, specific needs groups and case management programs;
Expertise in Psychosocial support, child protection & GBV protection principles desirable;

Good organizational skills and capacity to work independently, if necessary and/or required;
Integrity, professionalism and expertise in processing reports and questionnaires;
Ability to understand the cultural context of the community, local language, and use that culture as an input for community mobilization;
Excellent interpersonal, written and verbal communication skills and demonstrated ability to communicate effectively with individuals at all levels;
Ability to perform duties with minimum or no supervisions;
