Job Summary

JOB SUMMARY

Reporting to the Security and Loss Control Officer, the jobholder is responsible for Council security, physical property, staff, business partners and visitors in respective council work areas.

To monitor the CCTV screens for the purpose of monitoring and detecting incidents and gathering information and evidence.

Duties and Responsibilities

KEY PERFORMANCE AREAS

Work under the Supervision of the Security and loss Control officer in all security matters for the Council.
Planning and ensuring physical security and safety of employees, facilities, assets and offices of the Council.
Ensuring that law and order is maintained at all Council premises i.e Head Office, Norton factory and Regional offices and warehouses.
Investigating criminal cases that occur within Council and produce reports.
Attending to court matters pertaining to Council reported malpractices.
Gathering and presenting evidence in criminal courts or in Council disciplinary hearings.
Developing and implementing emergency procedures and incident responses regarding security of premises and council employees.
Developing and maintaining a CCTV security system and ensuring that the equipment is functional at all times.
Designing and implementing a duty roaster of employees working in CCTV security premises on a daily basis.
Monitoring and following proper key control guidelines in loss prevention of Council property.
Work with other Security Personnel and giving clear direction on Council security related matters.
Submit monthly security reports.
Liaise with Government, external and security agencies on all aspects regarding council security.
To effectively and sequentially monitor and control all cameras and to take action as appropriate to events seen.
To undertake operation of all equipment and cameras within the CCTV department when and as required.
To be courteous and polite in all dealings with public and Council staff.
To maintain thorough records including Incident logs, the Visitors Log Book, the Repair and Maintenance Log Book and any other designated records within CCTV.
To be available for shifts as required including nights and weekend work.
To advise the appropriate person as soon as practicable of any faults or failures with any equipment within CCTV.
To record any health and safety incidents and report to supervising staff.
To uphold confidentiality agreements and the Official Secrets Act in respect of all aspects of CCTV surveillance.
To be aware and follow council policies such as Health and Safety, Equalities, and Fire Evacuation Procedure, and adhere to these at all times.
To complete training when necessary and comply with regulations of licenses.
To keep the Control Room in a clean and tidy condition.
Performing any other duties as assigned by the Security and loss Control officer.

Qualifications and Experience

EDUCATION, EXPERIENCE, KNOWLEDGE AND SKILLS

A Diploma in Security/Risk Management, Police Studies or equivalent from a recognized institution of higher learning.
Degree in Security Management is an added advantage;
Clean class 4 driver’s license with 3 years or more driving experience.
Computer literacy;
Able to communicate effectively, both orally and in writing.
Two (2) years’ experience working in a security environment post qualification including administering complex security matters;
Experience at the rank of Inspector/ Assistant Inspector/ Warrant Officer and above in the Zimbabwe Republic Police, Zimbabwe National Army, Zimbabwe Prisons and Correctional Services or other reputable security organization is an added advantage;
REQUIRED COMPETENCIES AND ATTRIBUTES

An industrious cadre
Good report writing skills
Able to work within production targets and deadlines
Punctuality
