Job Summary

Created in 1979, Action contre la Faim is a non-governmental organization that fights against hunger. Its charter of humanitarian principles – independence, neutrality, non-discrimination, free and direct access to victims, professionalism, and transparency – has been part of its identity for more than 40 years. Its mission is to save lives by eliminating hunger through the prevention, detection and treatment of under-nutrition, particularly during and after emergency situations linked to conflicts or natural disasters. Action contre la Faim focuses its actions on 5 main areas of expertise: Nutrition and Health – Mental Health and Care Practices, Gender and Protection – Food Security and Livelihoods – Water, Sanitation and Hygiene – Advocacy. ACF has been working in Zimbabwe since 2002 and over the years, has been a key humanitarian actor in the country. Since 2015, ACF has adopted an intervention strategy focused on localization and capacity development through partnerships, in particular with two national organizations, NAZ (Nutrition Action Zimbabwe) and AA (Africa AHEAD). ACF has increased the size of its mission in the course of last year to adequately respond to the rising humanitarian needs.

Duties and Responsibilities


ACF hereby invites applications from respectable existing and new registered companies, organizations, and individuals for consideration as approved consultants for the provision of baseline, evaluation and research services to ACF in the four mentioned sectors below. Consultants are subject to ACF’s set consultants’ pre-qualification screening process.
1. Nutrition and Health – ACF`s health and nutrition interventions focus on community level nutrition programming, response to epidemics and integrated nutrition and health intervention. The programs are based on the Reinforcement, Support and Substitution model, which aims to strengthen the health system, prepare it and help it manage shocks simultaneously. ACF also intervenes at the community level, supporting community health and nutrition workers to strengthen prevention services (growth monitoring and promotion, promotion of dietary diversification, etc.) and the management of malnutrition and integrated childhood illnesses. Depending on the particular requirements of each situation, the context and the local culture, ACF designs health and nutrition programmes that are tailor-made for the target community.
2. Food Security and Livelihoods (FSL) – FFSL activities in Zimbabwe aim to strengthen the nutritional security of the population. They are implemented in areas with high prevalence of undernutrition and high food insecurity and target more particularly vulnerable populations – pregnant and lactating women, women with children under 5 years of age. They strengthen access to adequate food and household resilience.
3. Water, Sanitation and Hygiene (WASH) – WASH activities are part of integrated multi-sectoral projects aimed at improving the nutritional security of vulnerable populations by improving access to drinking water (rehabilitation, drilling, wells) and better hygiene practices. They give priority to areas at nutritional risk, targeting in particular children under 5 years of age, pregnant and lactating women, especially concerning hygiene practices. Particular attention is paid to health centres in the implementation of activities so that minimum WASH standards are met
4. Advocacy – ACF advocacy work aims to bring about lasting change in terms of policies, practices and intervention capacities, by influencing public policy, political and economic decision-makers, and mobilizing public opinion.

Qualifications and Experience

Required Competencies
It is essential that the consultant has:
? Masters’ degree in Monitoring and Evaluation, public health, gender, WASH, FSL or equivalent
? Experience in project monitoring and evaluation including assessments and writing-up of project completion reports,
? Experience of working with/evaluating INGO work;
? Experience of conducting baseline, evaluation and researches on humanitarian, emergency and early recovery projects with a special focus on Nutrition and Health; Food Security and Livelihoods; Water, Sanitation and Hygiene (WASH) and Advocacy.
? Ability to use innovative and participatory approaches to baseline, evaluation and research.
? Ability to engage with high-level government and non-government officials
? Experience of conducting evaluations in emergencies
? Experience with remote data collection methodologies
? Familiarity with SPHERE Standards
