Job Summary

The Wild4life Health Program
Community health services approach in Zimbabwe and globally is recognized as a key strategy to help in achieving Universal Health Coverage (UHC) and achieving Sustainable Development Goals (SDG) particularly SDG3 . In Zimbabwe, provision of primary health services is guided by the National Community Health strategy 2020-25 with a focus on rural health facilities and village health workers (VHWs) who act as the bridge between the formal health system and communities using the community health services model . In this context‚ the Wild4Life Health Program has been operating in 3 districts in the Matabeleland North province of Zimbabwe namely Binga, Hwange and Lupane. The overarching objective of the program is to address challenges and barriers to accessing primary health services in underserved, rural communities and help increase access and utilization of high quality and comprehensive primary health services in these rural communities. To fulfil the stated objectives, the program focuses on the following 5 key interventions:
i. To provide comprehensive clinical mentoring for village heath worker’s support
ii. To strengthen health systems and outreach in rural areas
iii. To improve data quality monitoring, data variance reporting and CQI
iv. To strengthen district level leadership, coordination, and management.
v. To facilitate community mobilization and dialogue with local leadership over health access.

After years of implementing the Wild4life Health Program, Pangaea Zimbabwe Aids Trust is inviting proposals from reputable and qualified individual / Institutional consultant / service provider to conduct, lead and facilitate the end term evaluation of the Wild4life Health Program.

Duties and Responsibilities

The Consultant is expected to:

1. Assess the W4L program impact / contribution in target districts.
2. Assess the cost effectiveness of the program by comparing an intervention (Wild4Life) district and non-intervention (other patrtner supported) district in terms of impact and resources utilized like cost per patient served, cost per disability adjusted life years (DALYs) and Quality Adjusted Life Years (QALYs).
3. Assess the relevance, effectiveness, impact, and sustainability of the programme.
4. Document lessons learnt and best practices from the program.

Qualifications and Experience

Applicants must demonstrate that they have the following qualifications skills and competencies:
• Master’s degree in public health preferably health economics, or any other related field.
• A minimum of 5 years’ experience in the evaluation of related programmes in the health sector.
• A traceable record of related work collecting and analyzing both qualitative and quantitative data
• Excellent communication, analysis, writing and report presentation skills in English
